Note: Bulletin special instructions, train orders or verbal instructions issued by the train dispatcher shall supersede provisions of rules or special instructions inconsistent therewith. YARD LIMITS AT Deerfield and Lake Forest .... Extend from 454 actual feet east of the Deerfield depot to 150 actual feet west of the Lake Forest depot. Kendahl .... Extend from 150 actual feet east of the east switch of the siding to 150 actual feet west of the west switch of the siding. Chester and Yellow River .... Extend from 150 actual feet east of the east switch of Chester siding to 150 actual feet west of the west switch of Chester siding. Williams .... Extend from 150 actual feet east of the east switch of the siding to 150 actual feet west of the west switch of the siding. Saville .... Extend from 150 actual feet east of the east switch of the siding to 150 actual feet west of the west switch of the siding. Roundabout .... Extend from 175 actual feet east of the east switch of siding No. 2 to 150 actual feet west of the west switch of siding No. 1. Critchley .... Extend from 454 actual feet east of the depot to 375 actual feet west of the depot. X1. At Deerfield, Lake Forest, Roundabout and Critchley all trains and engines must move at a low speed on main tracks within yard limits prepared to stop within one-half the range of vision short of train, engine, car, stop signal, derail, obstruction or switch not properly lined, and main tracks within yard limits may be occupied without providing protection. APPLICATION OF SCHEDULE TIME AND POINT X3. At Deerfield time applies at the main track switch of the yard west ladder, except departing passenger trains must not leave the depot before the schedule leaving time. X4. At Roundabout time applies at the east switch of siding No. 2 and at the west switch of siding No. 1, except departing passenger trains must not leave the depot before the schedule leaving time. X5. At Critchley time applies at the main track switch of the yard east ladder lead, except departing passenger trains must not leave the depot before the schedule leaving time. REGISTER STATIONS X6. Deerfield is a register station and only eastward trains arriving shall register. X7. Roundabout is a register station and only westward trains arriving and terminating at Roundabout shall register. X8. Critchley is a register station and only westward trains arriving shall register. X9. Rule 83(B) does not apply when the engineer checks the train register. X10. At a register station at which only arriving trains are required to register, provisions NORMAL POSITION OF SWITCHES X13. At Deerfield switches within yard limits have no normal position and may be left in either position after having been used. X14. At Roundabout switches within yard limits have no normal position and may be left in either position after having been used, except the normal position of the wye tail switch is to be lined for movement toward the wye west switch, and the normal position of the wye west switch is to be lined for the main track. X15. At Critchley switches within yard limits have no normal position and may be left in either position after having been used. X16. The normal position of a spur track switch, leading from a main track or siding, is to be lined against movement to the spur track. USE OF MAIN TRACK AND X20. Trains in either direction may occupy any track within yard limits at Deerfield, except the depot track must, if practicable, be kept clear for the use of passenger trains. USE OF MAIN TRACK AND X22. Trains in either direction may occupy any track within yard limits at Roundabout, except the main track must, if practicable, be kept clear for the use of eastward trains originating at Critchley. USE OF MAIN TRACK AND X24. Trains in either direction may occupy any track within yard limits at Critchley, except the depot track must, if practicable, be kept clear for the use of passenger trains. ADDITIONAL ENGINE WHISTLE SIGNALS X26. The whistle may be sounded using the signals prescribed to call attention of, and indicate to, engine and train crews, switch tenders, lever men or other personnel the track that the engine or train sounding the whistle signals will take. The intensity and duration of the sounding of whistle signals shall be regulated taking into consideration the distance and urgency for which the signal is to be conveyed. The whistle signals prescribed are illustrated by "o" for short sounds; "-" for longer sounds. (a) - o - Taking main track. (b) - o - o Taking track or siding No. 1. Train order offices are closed unless designated open by special instructions. SPEED RESTRICTIONS X30. All trains must operate at medium speed through the following locations: (a) When meeting or passing trains; X31 The following trains must operate at medium speed over the entire railway: (a) Circus and carnival trains; X33. When the temperature is less then 50 degrees Fahrenheit, trains and engines must approach all facing point switches at reduced speed, and the switch points must be examined for proper fit. X34. When the temperature is greater then 80 degrees Fahrenheit, engineers must take extra precautions to keep a sharp lookout ahead for sun-kinks that may occur in the track. EQUIPMENT RESTRICTIONS X36. The following equipment must not be operated over the following locations: No restrictions. SPRING SWITCHES X38. All switches within yard limits at Deerfield, within yard limits at Critchley and between Deerfield and Critchley are spring switches, except the switches from both car barn leads to both car barns are stub switches. X39. At Roundabout all switches of the double slip crossing are spring switches. X40. Trains must stop before siding trailing point spring switches, unless the track is seen to be clear. Position of the switch points when trailing through is of no consequence. SPRING MOVABLE POINTS X41. At Roundabout all movable points of the double slip crossing are spring movable points and have no normal position. Provisions of Rules 104 and 104(A) pertaining to switches, switch points or spring switches shall also apply to spring movable points. ADDITIONAL SPECIAL INSTRUCTIONS X42. When the points of a switch are blocked, spiked, or the operating mechanism is defeated in any way, or the switch in unsafe or damaged in any way, the switch must be marked with a red flag, next to the operating mechanism, so as to be visible to the crew of an approaching train, and the train dispatcher notified as soon as possible. X43. When a switch is marked with a red flag, or is designated a red flag switch by train order or special instructions, movement through the switch must not be made, unless the switch points are in the proper position and it is safe for the movement to be made. X44. Unless otherwise provided, the green aspect of a switch stand target indicates the mechanism is lined for the main track or primary route; the red or yellow aspect of a switch stand target indicates the mechanism is lined for the siding, secondary, crossover or connecting route. X45. The handle of an extended reach switch throw mechanism when horizontal and viewed as being on one side or the other of the crank rod indicates by its position relative to the crank rod the route for which the mechanism is lined. X46. At Kendahl, Chester, Williams and Saville the siding switches have extended reach switch throw mechanisms installed and are furnished with blinders that obscure the view of the yellow painted handle when the handle is positioned to line the mechanism for the siding. X47. Provisions of Special Instructions X42 and X43 pertaining to switches or switch points shall also apply to the movable points of a crossing if so equipped. X49. The sounding of Rule 15(l) is not required if it has been ascertained that no person or vehicle is approaching the crossing. X51. Conductors, engineers, trainmen, signalmen and other personnel concerned must examine and familiarize themselves with all bulletins and special instructions that are posted on the Train Crew Bulletin Boards at the Deerfield or Critchley engine houses before leaving on their first trip or before commencing work, failure to do so will not be excepted as excuse for neglect or violation of bulletins or special instructions. WATCHES X90. In reference to Rule 2, the following watches conform to the requirements of this railway: Pocket Watches: Grade equal to what is known as " Nickel 17 jewel" adjusted to temperature and three positions. Grade equal to what is known as Lever setting "American 17 jewel" fully adjusted. Hampden, Howard, Illinois, South Bend and Waltham, all of which must be 16 size -19 jewel or better; Wrist Watches: Elgin - 13/0 size, 23 jewel B. W. Raymond; X91. Watches other than designated in Special Instruction X90 may not be used unless approved by the Train Dispatcher. SIGNAL SPECIAL INSTRUCTIONS B1. The location of ball, block, interlocking and distant signals will be designated by special instructions or illustrated on the "Actual Track Layout Drawing." B2. The sounding of Rule 15(m) is not required when a train is proceeding on interlocking signal indication. B3. A block is an Absolute Block, unless designated otherwise as an Absolute Permissive Block. B4. Conductors and engineers must keep a sharp lookout for the proper operation of all ball, block, interlocking and distant signals and must immediately report to the train dispatcher any signal malfunction or irregularity that is witnessed. Trains must be stopped, if necessary, and protection provided to ensure the safety of trains. Engineers must give special attention, when proceeding on the indication of a full size or dwarf semaphore signal, to see that the semaphore signal has returned to "Stop" indication after the train or engine has passed the signal. SIGNALS DESIGNATED OUT OF SERVICE B10. When a signal is designated out of service by train order or by special instruction, trains must approach the signal or fouling point at reduced speed. Stop must be made before any part of train or engine passes the signal or fouling point, unless the track is seen or known to be clear beyond the signal and, if the signal governs movement over a crossing or a switch, that no conflicting movements are approaching on other tracks and switches are properly lined. Trains must proceed at restricted speed through the block or interlocking limits normally governed by the signal. B11. When a signal system is designated out of service, Special Instruction B10 applies to all signals of the designated signal system. B12. Provisions of Special Instruction B10 shall supersede provisions of other special instructions inconsistent therewith.
